Assuming you are not in an area of rent control, landlord can charge what he/she wants to, and, of course, tenant has to accept the terms and conditions, or look elsewhere.

If you are already a tenant, and an extra person is moving in, you need to read your lease, and see if there is a provision covering this.

Two people use more water, electricity, etc., create more dust and wear and tear on the furniture, etc. Any economic reason the landlord should not charge more for the second person?
