Renting and my Rights

At the moment I am renting one part of a fourplex. We are a behind in rent and currently trying to catch up. We do NOT have a mail box because it has been broken into repeatedly and the post office has signed off on fixing it and is leaving it up to our owners to fix the mail boxes. We have been without a mail box for over a year, and even tried to pay for a po box but could not afford it. If the landlord refuses to fix the box and we can't get our mail, what options do we have?

The owner has to provide a mail box. You can demand again that it be fixed and state that if it is not by X day fixed [make it a reasonable time] then you will deduct from the rent, up to one month's worth, the cost of doing so. He is not then entitled to collect back from you the reasonable amount of the repair. You could also report him to the Post Office.
