Legal Question in Landlord & Tenant Law in California

I'm renting a room from a friend who is renting the house and the friend went to jail and the water company came and shut off the water and refuses payment and i have a child with me and they still refuse payment I need help with this problem, what can I do?

There would be no reason the water company would not accept full payment for the water billing. Speak to a supervisor until you get someone to turn the water back on. If, however, you are not offering to pay the full water bill for the entire house then they have the right to stop service.
