Repair flooded door way

The doorway in front my apartment is flooded everytime after rain. The water does not get into the room however I have to cross the water to get in/out the room. In May, the regional manager of the apt promised me in email to repair during summer, now I found they will not do it for other things. My question is: what can I do to make sure it is fixed? Is my problem serious enough to get city building inspector involved?

I have been living in this condition for 3 years and have enough of the managers neglection for my complaints.

You should report this immediately to the housing, or building inspector's office.

Keep a copy of the e-mail, and send a letter to the landlord/manager concerning the current situation (keep a copy, certified return receipt).

You are involved in an area of law called inhabitability.

Assuming the building inspector's office agrees with you, you can: (1) move; (2) repair and deduct; or (3) withhold rent.

I would also recommend having an attorney write to your landlord/property manager, which frequently settles these matters. If not, you have an even stronger case for suing in Small Claims Court.
