Repair flooding door way

The doorway in front my apartment is flooded everytime after rain. The water does not get into the room however I have to cross the water to get in/out the room. In May, the regional manager of the apt promised me in email to repair during summer, now I found they will not do it for other things. My question is: what can I do to make sure it is fixed? (the doorway has to be resurfaced which is quite a work) Is my problem serious enough to get city building inspector involved?

I have been living in this condition for 3 years and have enough of the managers neglection for my complaints.
