request for entry of default
Do I mail it to the Defendants/Respondents before I turn it in to the clerk? It looks like I'm supposed to but doesn't it need a court seal or signature?

Yes, mail a copy to the defendant or his/her attorney. File the original with the court, with a copy and a return stamped envelope.
That provides the defendant with notice required by due process. Then you will need to get a judgment from the court, as well.
