Legal Question in Landlord & Tenant Law in California
who's responsible
my apts. include a washer and dryer in each unit. the landlord said she's no longer gonna repair them and we have the option to have them removed. but if it's included in the rent shouldn't she be responsible or shouldn't the rent decrease.

If you are in a rent controlled jurisdiction, the decrease in services may reduce the allowable rent. If there is no rent control where you live, the landlord can change the services by giving proper notice, just like he can change the rent.
