It depends on the cause of the mold. If it is caused by problems with the structure, it is the landlord's responsibility. If it is caused by the conduct of the tenant, such as failure to properly ventilate, or by causing water intrusion, then it is the tenant's responsibility.
Maintenance of the rental unit is usually the landlord's responsibility, especially when it is hazardous to the health and well being of the occupants.
You should contact the health and safety department as well as the building department and request inspection of your unit.
Also consult with your doctor to see if you have any mold related health problems.
You probably have a legal case against your landlord which should also be explored.
