resposability of property management

Is it the property managements reponsability to take care of the grounds in front of apartments in an apartment complex or is it the tenants responability?

Generally, the landlord is responsible for care of grounds, but tenant could assume responsibility in a provision in the lease.

Read your lease, and see if there is a provision covering this.

If take care means to maintain the pavement against cracks, it is the complex's responsibility. If it means sweeping up, that depends on what your rental agreement says. Obviously, if it is messy, it would make sense for you to pitch in to help put it in order.
