Can he rise my rent?
I am renting and moving into a different house but same landlord the rent before was 400.00 a month and I have been fixing up this new place to remove the first months rent but the landlord is going to raise the rent to 475.00 a month even though there is still so meny things wrong with the place can he actully raise the rent with all the work there needs to be done with the place and should I have a invatgater look over the place before we move in?

Generally in California, unless you are on a fixed term lease a landlord can raise your rent by giving the notice required by law. This does not apply to rent control areas. The amount of the rent is a contractually negotiated term and any amount can be set. Simply put, a landlord can set any rent he wants, but a tenant does not have to lease that property if the rent is too high.
