if one of my roommates leaves in the middle of the month without a 30 day notice does she have the right to get the rest of her money back for the month

No, she must give a thirty day notice and is liable for her share of the rent for up to that thirty days or until you or the landlord re-rent her portion of the unit, which ever comes first.
