Legal Question in Landlord & Tenant Law in California

scamed through ratio utilitie billing system
I have been disputing this billing system and discovered today with proof from the waste management company that our property is overcharging tenants the actual cost of trash bill incurred they have lied to everyone and inflated the actual bill by charging tenants the commission fee they pay their 3rd party accounting firm. I am outraged and I have been charged undue fees without any notice of this practice in fact when I requested the bills they sent me fake charges with the inflated amount I then approched the waste management company and I have the actual bills and it is much less! I need to find someone to represent me as I have always known they are also cheating us in the water and sewer portion of the bills they tried to black mail me and offer me a little credit much less then I am due if I would sign a paper giving up my rights to sue and to talk to any other residents NO WAY if they want to do that they are hiding more and owe me plenty of money I have been forced on this billing system since 2000 I have all the documents I just need someone strong enough with experience to expose this property mangement and get back the money due to me. How can this be fair or legal to charge more than the service.
