SCEP Fee LA County Included on 3 Day Notice to Pay

I received a notice to pay the $9.35 fee plus my rent, it provided a 30 day notice as required. The owner then mailed me another notice with an increased rent amount and the $9.35, this also provided 30 days as required. He marked the original notice I received as Incorrect. The owner then figured out he couldn't increase my rent, but never sent me another notice with the right amount of rent plus the $9.35. I received a 3 Day Notice to Pay or Quit that included the $9.35 fee, along with my rent amount, is my 3 Day Notice to Pay or Quit valid? It is not signed by the owner or the agent, does this make a difference? Thank you.

The SCEP charge is legal.

The $9.35 SCEP fee is legally passed on to tenants during one month (June). Actually, this is part of the fee that the landlord may pass on to the renter.

You omitted some facts. Was the rent ever paid for June? Do you have a written lease that ended in June? If so, what is the length of the lease? Are you on a month to month oral agreement? My answer would depend on those answers.

As to the non-signature on the 3 day notice, I do not know. I have been involved in this area of the law for a number of years, and as simple as it sounds, I don't know about a required signature, and can't find it on the net. I will check the law library tomorrow and get back to you.
