section 8 neighbor
I own my home, since 1990. Liz rents a Sec 8 house next door since '04. We were okay, tho not close until I had a small complaint, about her cats, and I was nice. She just went nuts. Since then, 11-01-05, she calls me a lesbian dyke, and all kinds of four letter names. Graphic gestures too. She calls the cops for nothing, but I 've heard her and she gets hysterical on phone, lies, and then 4+ cops come out and I tell them I was taking out my trash or something, and they say Yeah right. She's told me she wants me arrested & won't stop until I am. I put up a 6' fence w/bamboo over it, don't talk to her but she throws trash in my yard, hoses down my dogs, my car, has threatened that we will be beat up, or she knows people who burn houses while people sleep so I better watch my back- more than I can go into here. I got a restraining order in 06, but within a week I was served, and she lied to the judge in court. I had a tape of her, and there were lies that she caught herself up in; the judge ignored it-he didn't even listen to me at all. She has been involving my daughter too since she turned 18. Sec 8 is supposed to be investigating her for this, but nothing so far. The owner won't do anything. She seems to have many rights-Do I?!

Despite all the problems, the law will not help much.
Restraining orders do not work. You already know that.
I would continue to complain to Section 8, but I suggest you retain a lawyer to threaten the landlord Offhand, I would have to do some research to charge him with violating some law, but I am sure I could figure it out, if I had time.
Possibly a letter from a lawyer would get landlord to start taking responsibility for his tenant, although it is not easy to evict a Section 8 resident.
