How can I get my security deposit back when my landlord is keeping it from me illegally.

Assuming you have left the property, within 21 days, by Civil Code section 1950.5, your landlord is required to account for your security deposit. Read that section. If within 21 days your landlord fails to fully account for the security deposit as that section requires, then you can sue your landlord for 3 times what your landlord has withheld from your security deposit.
