Legal Question in Landlord & Tenant Law in California

Security deposit sent estimated disposition with no amounts only the word unknown

Magalia, CA

Moved out Feb 4th, received very vague "estimated disposition" dated Feb 15th that stated Charges: Complete carpet care Amount: Unknown. Maintenance, Amount: Unknown. My contention is that according to CA state law they had to provide an itemized statement that list the amounts of the deductions. They failed to list the amounts and instead put "Unknown". There was no reason that these types of repairs could not have been completed within 21 days to my knowledge. Is this legal? Should I pursue small claims?
