can the landlord charge rent after the move out date if the house need repairs and they have someone waiting to move in

Did you terminate a lease early? Did you not pay rent through the end of the lease term, or through the date on which you notified the landlord you were going to leave? As a general rule, the landlord cannot charge you for rent after you have given proper notice, paid rent through the last day on which you occupied the property, and you did not vacate earlier than the date on which your notice expired. If you terminated a lease early, or left before the notice period and did not pay through the end of the notice period, then the landlord is entitled to damages in the form of rent, even if there is a period of time where the apartment is not available for rent because of necessary repairs.
