security deposit
I live in a senior complex and moved to a different unit this year. the move-out walkthru with the landlord was satisfactory. And the unit was reoccupied soon thereafter with no additional cleaning. But, the landlord charged $65 for each set of window curtains, $75 rug cleaning charge and $400 for paperwork. Is this legal? I lived in the unit for more than 2 years.

If you feel that you are being over charged for the deposit you should request a statement of the charges with the invoices to determine if they are reasonable charges. If you want to fight the charges you may go to small claims court to determine your rights.

I have been doing this a long time, and never heard of charges for paper work.
Best suggestion: Immediately retain an attorney to write this cheapskate a firm letter. I find more often than not, that this helps.
