Legal Question in Landlord & Tenant Law in California

Security Gate

2 years ago, our manager had a front security gate installed so, he claimed, we could now live a secured building (there has always been a back gate but it has never been locked). Also he took off the lock to the laundry room door. He claimed that he wanted all the keys to match. So far he has not had any locks installed nor replaced the one on the laundry room door. The building sits on the corner of a busy street-people use our courtyard/walkway as a shortcut to go to the shps nearby. And homeless sleep in the laundry room. Since he installed the gate and told all tenants in writing that the gate would be locked is he now legally bond to do so? Or his he at least legally required to put the laundry room lock back on as it was there when we moved in? Is there a way to ''force'' him to lock the gates? What recourse do tenants have? Many of us are concerned about our safety as the foot traffic has increased a great deal since many of us have moved it.

Interesting question, and will require a complex answer.

Write a certified letter, return receipt requested, and get as many tenants as you can to sign.

Give seven days to secure the lock.

If this doesn't work, e-mail, or call, my office and we will move to step # 2.
