Legal Question in Landlord & Tenant Law in California

Can I send my tenant the 3-Day Notice to Pay Rent plus Late Charges or Quit by email? If not, what is the best way as my rental property in California is about 140 miles away from me?

Based on the Residential Lease Agreement that my tenant signed, the rent is due on the first of each month (the Due Date") and after 3 days, a late charge of $45 should be paid. As of today, the tenant has neither paid my rent nor responds to my phone calls or emails asking her to pay the rent.

If it's too far for you to personally serve the three-day notice, you might simply hire a professional process server to do it for you. The same person can also serve the eviction lawsuit (summons and complaint) for you.
