How do I serve notice when avoided?

I have a $500 security deposit that I am trying to get back from a landlord whose residence I was unable to move into. I gave her the deposit on June 13th. When I finally was able to reach her by telephone on August 11th, she told me that she would mail me back my deposit. She did not. I sent her a certified letter on September 1st requesting that she return my deposit within 10 days of receipt of the letter or I would be forced to file suit. The letter was returned to me since it was unclaimed. Can I serve her even though my letter of intent was never received? If so, how exactly do I go about it if she seems to be so evasive?

Re: How do I serve notice when avoided?

Have a registered process server do it. They have their ways of finding and serving people who hide out. The fees you pay would be included in the judgment.
