I need a lawyer my landlord has been sexually harrassing me and now he has shut off the water in retaliation

You have a good case against your landlord, for both the harassment and the water situation.

A landlord is a business and he's harassing you because of your gender. Civil Code section 51 forbids such harassment. If you prevail in a lawsuit, section 52 provides that you must receive at least $4,000 and up to triple your actual damages plus attorney's fees.
Have you talked to the water company about putting the water in your name with some kind of password or some other verification to prevent anyone else from turning it off?
