sexual harrassment by landlord

Are there any laws in Los Angeles/Ca to prevent a landlord from sexually harrassment?

My granddaughter (24) is being harrassed by her landlord (her father's age).

He's been pushing since she moved in in July for her to go out with him. Now that there's a boyfriend on the scene, he's saying things like: ''your boyfriend is gay.'' your boyfriend plays with himself.''

She's seldom home because of long work hours, doesn't have the boyfriend live there, and always pays her $1300. rent on time.

She has plumbing problems and now he's telling her he's sending her a bill for the repairs...the shower from upstairs leaks into hers, and the whole building evidently needs repair.

This man owns several apartment buildings and seems to think he has power because he has money.

Any suggestions on an organization in the LA area that might get him to back off?

Civil Code section 51 (the Unruh Act) makes it illegal for a business (including a landlord) to discriminate against a customer. She might complain to the California Dept. of Fair Employment and Housing, and the city/county's housing board. (If it's under rent stabilization, she might be eligible for a rent abatement because of the leak.) It might be better if she were to look for a different place, though, because it could escalate since the guy's already being a real jerk.
