I. Got a sixty day notice to vacate the property I reside and the owner informed me he was giving me a three day notice before my 60 days are up they are not up untill December 1st is that leagal

It is perfectly legal as if you have given the landlord grounds for a 3-day notice. Being within a 60-day notice period does not relieve you of any of the obligations you would otherwise have. So if you have failed to pay rent on time, or have done or failed to do anything else that would give the landlord a right to issue a 3-day notice before he gave the 60-day notice, then he has every right to issue the 3-day notice after the 60-day notice too.
