My son rents a place that has two other apartments attached.He has a big problem with cockroaches. Is the landlord responsible for getting rid of them?

Yes, unless a tenant is responsible for the roaches presence from poor housekeeping which may difficult to determine. As a general rule the landlord is responsible to treating the premises for vermin. If another tenant is attracting the roaches; the landlord may need to terminate that tenancy in order to address the roach issue.
