Can I sue for harassment and emotional distress?

My downstairs, unemployed, unreasonable neighbor bangs on my floor, the wall and turns up music then turn it down when we're walking from one room to another, his way to make us quiet. This neighbor blasts his music into my apt, so loud heavy vibrations can be felt. I have spoke to his gf and explained we're getting ready for school and work and that the floors creak alot, they continued with the calls to management. I've kept a log, since the harassment is escalating. I have witnesses and recordings of the loud music. I called police and management about the loud music. He continues to turn up the volume even at 8:30am. I now suffer from anxiety and panic attacks. I have made a dr's appt in regards to this situation. I no longer stay at my apt as much. I'm a 3 yr resident with no previous complaints. He's been a resident since Feb. 2015.

Ask your landlord to deal with this situation. If they don't or won't you may be able to seek a restraining order or file some sort of nuisance lawsuit. The easiest solution may be to move. Perhaps your landlord will make another unit available for you.
