Suit dropped - Delay reduction law

I recieved a 30 day notice from my landord. He signed my name on the contract (He is a new owner of the apt.) and said we had an agreement that my rent was due on the 3rd of each month. We never had an agreement. His secretary always said by the 15 then change it again. We presented this to the courts but nothing was done. Why? After fighting back and forth it was dropped by the judge, ''Order for dismissal of entire action without prejudice for failure to comply with delay reduction rules''. What does that mean? We lived in the apt for 20 + years and had 5 landlords.

This means that the landlord's lawyer didn't follow the court's rules of bringing the case to trial or serving the summons and complaint on time. Since it's a dismissal "without" prejudice, that means it could be refiled.
