Legal Question in Landlord & Tenant Law in California

I am a ten year tenant of this unit in a 16 unit all two bedroom apartment complex. A little less than a year ago I moved from my old apartment in this building because it became untenatable to another apartment in the same building, exactly the same as the old apartment. I found out when I signed the new rental agreement that new tenants were paying $75 a month less than me. I was not given the reduced rent. When I asked why the manager said because I am a transferring tenant and not a new tenant. Is this legal in Kern County, California?

I am also concerned about possibly getting an annual rent increase soon while the new tenants continue to receive the discounted rent.

If you are not covered by rent control, the landlord can charge whatever rent he wants to. In the bad economy we have been in rents have gone down somewhat, so the landlord may have lowered rents to be more likely to get tenants. You can complain, but you have no right to succeed.
