Does tenant have the right to demand a third copy of a 30-day notice? Does it have to be the one he signed? Why can't he just sign the "copy" of the changes again If he wants a signed copy? I think somethings fishy

You may need to clarify your question. If the landlord served the 30-day notice the tenant is handed one copy. if it was not handed (personally served) to the tenant the landlord would also mail a copy whether substitute served or posted. There is no requirement to give a tenant any more copies nor is it required that the tenant sign the notice.
I would need to know what you mean by "changes".
