A tenant gave a 60 day notice. If the notice ends on the 20th of the month and rent is due on the first, is he responsible for the full month's rent?

No. Just as you get to collect pro rata rent for a partial month if the tenant moves in before the first, the tenant is only liable for rent through day 60 after giving notice, regardless of whether or not it is the first of any month.
