Legal Question in Landlord & Tenant Law in California

i have a tenant harassing me called all these building, fire, and health departments on me without any violations and now he is bothering my other tenants what can i do to get him out he pays his rent on time and he has section 8. This all started when he brought a bedbug infested mattress in his unit. He wouldn't let me treat the unit for the bedbugs so i gave him notice to leave. he sued me and lost after that the building inspector told him he has to let me treat the unit or that was grounds for eviction. when he finally did I payed Clark Pest Control to exterminate the unit now 3 months later i get a letter from the inspector that the bedbugs are back i called the pest control company they told me that its not there problem because he could have brought them back in so i don't know how to get rid of this guy. and he is also called inspectors on my other tenants and they had no violations. he is bothering all the tenants

Since section 8 is involved and he has made complaints (even if they ended up being untrue), evicting him could be difficult and could lead to a retaliation lawsuit. You probably have grounds to evict him, but you need to go about it carefully.
