Question 2. I lived here at my apts 4 years. Never late on rent always an upstanding tenant. When I arrived my Cat was aloud to stay they had a ok to have Only Cats. No Deposit was to be given or pet rent. Now today I receive a flyer saying I need to have my pet registered , ( Yes Mine is ) and the Manager says I must pay 500.00 Deposit and a 35.00 monthly Pet Rent Fee.
I argued there is no such thing I was here Before This . She's demand Yes, Again no I'm not aloud to speak to the owners of my apts Upland Village Green Apts in Upland Cal 91786 After I told her we are not aloud to have Dogs she says yes we can its always been that way again no it has not ! The web sight clearly shows a venue of cat pics and states ''We proudly allow Cats here at Upland Village Green ''. and no pet price at all. I see no Dog Policy or acceptance P. S. My cat is a Senior indoor cat.

Unless you have a term lease agreement with the apartments, they can change the terms of your tenancy upon 30 days notice. This includes items such as requiring a pet deposit, though there may be some question as to the enforceability of that after you moved itn, and the pet rent fee is definitely something that they can add after a 30 day notice. Unless you have an existing term lease (something other than a month-to-month lease), then they are more than free to make these changes irrespective of how long you have lived there, and how great of a tenant you have been. The disadvantage to not having a lease is that the terms of your tenancy can change on 30 days notice, and your tenancy can be terminated on 60 days notice. And, by the way, the management does not have to let you talk to the property owner - you are dealing with their manager, regardless of how nasty and mean they are. You can look up the owner of the property thought the tax assessor's office or recorder's office, but that may only tell you that the owner is a corporation or LLC, not an actual person.
