Legal Question in Landlord & Tenant Law in California
Tenant , landlord question.
I have been renting a house for almost three years and the carpet needs to be cleaned. Is there a landlord tenant law that addresses this subject? Does the landlord have to pay for the cleaning?

No! You do!
The only law addressing this is when you move out, and you still have to do it then, unless it was dirtier when you moved in, than when you moved out.
