Can my landlord raise my rent before my lease is up?

That depends!
If you are a month-to-month lease, yes! Every thirty days begins a new lease.
If you have a six-month lease (rare), yearly (common), etc. rent can only be raised after lease expires.
Since by your zip code (Oceanside) you do not live where there is rent control, your answer is above.
