Under what conditions can I stop paying rent?

There is no simple answer to this question. I generally try to answer questions posted on this forum, but the circumstances under which a tenant may withhold rent in my opinion goes beyond what I can post on this forum. I'd suggest that you contact an attorney in West LA to discuss this because your situation may be further complicated by City law that covers rental housing in addition to the general State law.
