My son was playing at our apartment complex park and the landlord's daughter was videotaping them playing in an attempt to catch them at something (property damage, playing with balls, who knows?). Is it legal for the landlord to videotape tenants children without notifying the parents in advance? She was using a hand held video camera from inside her apartment.

There's nothing directly illegal about it. However, if it continues, it might constitute discrimination based on family status, since they don't videotape families without children. Also, it might be harassment based on family status. Children have to play somewhere and videotaping might have a chilling effect on play, and thus deny families with children equal access to the common areas of the property.
