Can tenant sue landlord if landlord is not the owner of the premises ?

Can an ex-tenant sue the landlord(who is not the owner of the premises) for an illegal eviction, lock out or invasion of privacy,.If previously (while still a tenant) he threatened the landlord with bodily harm:'' if you don't leave me alone I'm gonna kill you B... !''and profanity and was therefore kicked out .He is an ex-felon and has a gun and has shot someone before.Premises are not under rent Control.

I cannot answer based on your facts.

How can you call this person a landlord when he doesn't own the property? This doesn't make sense.

There is potential criminal action (for threats), parole or probation violation, and a civil action for threats and perhaps assault. You can sue, but if he doesn't own the property, we are not dealing with landlord tenant law.
