Legal Question in Landlord & Tenant Law in California

A tenant's front door was kicked in and she immediately called police to state someone tried to break in to her unit. She screwed a piece of plywood over the hole and called the manager in the morning. The door needed to be replaced. The manager ordered a new door and 3 weeks later it was installed. The tenant was billed for the entire cost, over $400 with labor and materials. The manager stated that the lease states tenants are responsible for Damages caused by them, other occupants, or their guests. tenant states that they filed a police report so obviously it wasn't them or their guests. Who should pay?

Unless the person who did the kicking was a total stranger with no connection to the tenant, the tenant pays. Since when does filing a police report mean it wasn't your guest? You think it's really that easy to get out of responsiblity for what someone you know who comes over to your apartment does? Please.
