Can my former Co tenants not give me my personal belongings back?

They have to give you your personal belongings back. They are committing a theft if they don't.

Send them a letter via certified mail demanding they return your possessions or let you come pick them up within a certain period. If they don't, take them to small claims court. You could call the police, but they might not do much.
