If a tenant's rent is lowered and the tenant receives a receipt for rent every month from the landlord, is an official letter stating that the rent has been lowered legally required by the landlord or will the receipts suffice?

Written documentation is always preferred. A history of the lower payment is evidence of the agreement to lower the rent but I would put it in writing.
