Do I have a right to clean my balcony even though dirt may escape to the yard below?

You are not permitted to create a "nuisance". The answer would depend on how much dirt, and who would complain.

The law says you are permitted to the "quiet" enjoyment of your property. If you enjoy a clean balcony, and it doesn't bother others, it is legal.

I'd discuss this with your downstairs neighbor, and the landlord, to make sure you aren't committing a nuisance. If it doesn't bother them. clean the balcony. If it does, e-mail me, and we'll try to figure an answer then.
