Legal Question in Landlord & Tenant Law in California

Threatened by management

I'm at a loss. My property management people are threatning me because I have a new room mate ( actually she was there b4 and came back) they want me to go down to the office and add her to the lease but they are not open at a time in which i can even get into the office. Myself or my room mate dont drive. so neither one of us can even get there. and they are closed on the weekends. everytime I call the office I am treated rudely. they claim they called me with reguards to my room mate, yet I have caller ID on my phone and their name shows up no where, and I have recieved no messages from them either. person at the office said i am putting myself in jeopardy, and i have done nothing wrong. I have never had my room mates on my contract, and they know i have one (room mate) so what can I do? I have also had an on going problem just getting repairs done. and they have never repaired my a/c either. yesterday we had to call pg&e out due to a gas leak in the apartment underneath me. That apartment now has no hot water due to gas being declared hazardous, so how can we get the repairs done properly, and do they have any right in threatning me like that? thank you

Generally, a landlord is within his rights to require a new occupant to fill out an appliction, be approved and sign a lease. In most contracts, failure to do so would be deemed a material breach of contract and subject the tenants, both old and new, to eviction. It is generally the tenants obligation to obtain the necessary forms and complete them in a timely manner. Cooperation is always a good idea.
