What are the laws for california regarding ratio utiltie billing system

what protection do renters have that are billed on a system this unfair and what about the lifeline plans that my city offers I can not apply for do to third party creative billing. I am requested to pay a bill I have no records of usage, cost or control over how much water is consumer and the sewer bill always changes without stating why I am just expected to pay no matter how high the charges or fees for my bill to be printed by a third party I did not have any say in hiring this company and was not notified about the billing fees on my lease but if I dont pay they short pay my rent. I have no recourse If they issue a 500.00 dollar bill they just expect payment that has not happened but its getting close to one hundred per month What are the laws on installing sub-meters that would be the only fair way to bill residents and allow us to participate in discount programs we qualify for without sub meters this does not promote conservation or fairness the property management is the only one profiting from this crazy law when did it go into effect has anyone research it fought it and won What does it take to get a class action law suit filed.

You should contact the Public Utilities Commission in Sacramento.

You do not have (IMO) a class action.
