water tempature control valve

i would like to know if a landlord is able to place a tempature control on the water even though i pay for the gas and not the landlord

The landlord may be responding to recent insurance industry memos requiring tempurature controls on their water heaters so that tenants do not get scalded and hold the landlord responsible. You can run up your gas bill as much as you like, but the tempurature of the water will remain within certain guidelines to prevent injury. Good Luck. --Phil
