Legal Question in Landlord & Tenant Law in California

Hello. I will try to make a long story as short as possible: A few days ago, there was a citation left on the front door of my mom's house. In a nutshell it said that we have fifteen days to clean/remove all of the junk visible to the public. And to stop blocking the public sidewalk with any vehicles. My brother has decided sometime recently that there is money to be made from dumpster diving. Ok, maybe, I suppose. But the problem is that he has turned into a hoarder. Big time. It's all about getting whatever he thinks is valuable, which is everything best I can tell, ripping it apart for copper or anything else, making an even bigger mess, and then leaves it wherever he was using it to go off and find more treasures. He recently bought a truck for his business ventures and it is a huge orange eyesore. The citation didn't seem to phase him at all. Business as usual for him. He could care less if my mom gets hit with huge fines bec6 of what he is doing. This morning me and my mom went and rented a Uhaul box truck to try to get this cleaned up since he took off days ago and had no intention seemed like to do anything about this mess. We started sorting what was actually trash from stuff that could be donated and anything that we knew was either his (not found in a dumpster, ) mine or my moms. We had the truck fully loaded to take ( and considering how much was still left, my best guess us that we would have to load the truck up a good five or six more times to almost be done) when he came home. Of course he flipped out. Got into the truck and started to take everything out. He also parked truck half in the driveway and yup, you guessed it, half on the sidewalk. We told him he needs to move it. now, because that would be an instant fine. He told us basically that he didn't care and what we could do with ourselves. He started screaming that what we were doing was illegal and that he was going to call the police. He of course didn't. But now we are unsure about what we can or can't do. So my question is: can my mom legally clean all this junk up? She wants all of his dumpster diving treasures gone, but of course wants him to stay. It is her house. In her name. She does not charge him any rent. We've in Chino, CA. Thank you for your time. :)
