Withheld rent- do I owe back pay?

Hi, I went through a loooong process

of trying to get a heater put in my

apartment all winter. I got the LA

city code enforcement involved and

sent all letters certified mail to

management. It wasn't until I

witheld my rent this month that the

heater was actually put in (yay!). I

was just wondering, I do have the

rent saved in a seperate account and

all, but do I owe them the full rent

for this month or only partial? I have

paid my rent in full and on time

every month prior. My landlady just

talked to me today and kept on

saying that she doesn't think I owe

them anything for this month, but

rather I should just start over when

April comes. I really would like to get

my security dep. back when I move

in 3 months, so I was wondering

what the correct course of action is

since I keep reading different things.
