Legal Question in Landlord & Tenant Law in California

We are wondering if we would have any type of case or if we should even go after the privitized housing here at Fort Irwin. We currently live in a 2 bedroom apartment on the 2nd floor. Since our move in last year 2008, we have experienced many numerous respritory issues. When we are outside we feel great! We just had our daughter born prematurly and she is having the same symptoms inside and is great outside. We have gone through my husband's chain of command, to JAG, to the Commanding General even to Congress. While we are having this issue our home was broken into by our neighbor. Prior to our house being broken into we had called Pinnacle numerous times for work orders to place locks on our windows. They refuse to do so but they put locks on our neighbors windows. They are constatly harrassing us with 24 hour entry and constant lies. While pregnant with our daughter our AC went out. Pinnacle refused to fix it and said nothing was wrong with it. I began to swell and ended up at Loma Linda University Medical Center for a month and delivered our daughter at 33 weeks gestation. We have taken every avenue here on base. We have called the FD the MPs because we are trying to keep our daughter safe. The FD and MPs have seen how hot our home has gotten and they told us we should seek an attorney.
