Legal Question in Landlord & Tenant Law in California

I'm writing to you because I would like to get advice on how to get my security deposit back. I moved out on April 1st and I've been in contact with my landlord via email only - he lives in Israel.
He says that he cannot return it to me by the 21 days after move out because he needs more time for cleaning and repairs. I have asked him several times for a date of when I would expect the deposit but only to get the same answer of "needing more time". He also has not provided any receipts of work/repair even at my request.
I know that legally a landlord must return it 21 days after vacating the premise but what happens if they can't/won't?
What are my options here?

Other than waiting, you have only one option: small claims court.
