My neighbor has recently removed a tree from his front yard. The tree was dead, but the landlord insists that it wasn't and is now telling him that he has to replace it. Does he have to even though it was dead?

He needs to see if there are any provisions in his lease (unlikely) covering this.

There isn't much neighbor can do, but wait for landlord to sue. This is called a "question of fact" for the judge and/or jury.
