Bar Admission for a foreign qualified lawyer, process?

A lawyer qualified from India, 9 + years of professional experience, wishes to qualify to practice in America, to help him consult for US based law firms and/or clients, with interest in India. Any answers which state bar, what process, etc. without going to law school again?
